EPA Emergency Operations Center Modernization

Washington, DC, USA2015–2018Classified

Project Overview

The EPA Emergency Operations Center Modernization Program was a significant federal technology initiative executed between 2015 and 2018, delivering a comprehensive upgrade to the U.S. Environmental Protection Agency's emergency communications and operations center capabilities. The program addressed the agency's requirement to replace aging EOC infrastructure with a modern, resilient, and fully integrated environment capable of supporting EPA's environmental emergency response mission.

ARIF GROUP worked alongside specialist technology partners to design, procure, and implement a state-of-the-art Emergency Operations Center solution tailored to the EPA's unique operational and regulatory requirements.

The program delivered a complete overhaul of the EPA's EOC communications infrastructure, replacing legacy systems with a unified, redundant communications backbone. This included secure voice and data networks, interoperable systems for coordination with FEMA, DHS, and other federal partners, and satellite communication integration to ensure connectivity during large-scale environmental emergencies.

ARIF GROUP and its partners deployed advanced command-and-control technology throughout the EOC, including high-resolution video wall displays, integrated environmental situational awareness platforms, real-time incident tracking systems, and secure conferencing capabilities. The technology environment was engineered to provide emergency managers with full operational visibility across all active environmental incidents and hazmat events.

All EOC systems were fully integrated into a cohesive operational environment, with structured cabling, power management, UPS systems, and environmental controls designed to federal continuity-of-operations (COOP) standards — ensuring the facility could sustain 24/7 operations through any emergency scenario.

The program was executed through close collaboration with ARIF GROUP's certified federal technology partners, managing the full project lifecycle from design through commissioning and operational handover.

The completed Emergency Operations Center gave the EPA a modern, resilient platform to coordinate environmental emergency response operations at a national scale.
