USAID IT Infrastructure Program

Washington, DC, USA2019–2021Classified

Project Overview

The USAID 500 D Street SW IT Infrastructure Program was a full-lifecycle technology transformation initiative executed between 2019 and 2021 in support of the U.S. Agency for International Development's Washington, DC headquarters. The program was driven by the agency's requirement to consolidate and modernize its enterprise IT environment within a purpose-built, custom-designed office facility at 500 D Street SW — one of the most significant federal workspace buildouts of the period.

ARIF GROUP delivered the program across four integrated workstreams, each addressing a critical dimension of the agency's infrastructure transition requirements.

ARIF GROUP led a comprehensive ground-up redesign of USAID's enterprise network architecture, replacing fragmented legacy systems with a unified, high-availability network infrastructure engineered to meet federal security standards. The redesigned environment incorporated redundant core switching, segmented VLAN architecture, and secure wireless access layer deployment compliant with FISMA and NIST SP 800-53 controls.

The team managed end-to-end procurement of all enterprise IT hardware, software licenses, and peripheral systems — coordinating with GSA schedules and agency contracting officers to ensure compliance with federal acquisition regulations. Asset tracking and lifecycle management protocols were established to provide full inventory visibility from day one of occupancy.

ARIF GROUP coordinated the physical migration of USAID's IT environment from existing facilities into the new 500 D Street SW space, including structured cabling, server rack installation, endpoint deployment, VoIP telephony systems, AV conference room integration, and secure room buildouts. All systems were configured and validated against agency security baselines prior to cutover.

A structured training and knowledge transfer programme was delivered to USAID IT staff and end users, covering new system operations, helpdesk procedures, security protocols, and agency-specific technology workflows — ensuring a smooth transition with minimal operational disruption.

The program was completed on schedule and the facility was handed over fully operational. Following the Trump administration's 2025 decision to dismantle USAID and integrate its functions into the U.S. Department of State, the agency vacated its Washington, DC facilities and the 500 D Street SW building was subsequently reassigned to the U.S. Department of Transportation.
