FEMA Emergency Operations Center Modernization

Washington, DC, USA2015–2018Classified

Project Overview

The FEMA Emergency Operations Center Modernization Program was a landmark federal technology initiative executed between 2015 and 2018, delivering a comprehensive upgrade to the agency's emergency communications and operations center capabilities. The program was driven by the need to replace aging infrastructure with a modern, resilient, and fully integrated EOC environment capable of supporting FEMA's national emergency response mission.

ARIF GROUP worked alongside specialist technology partners to design, procure, and implement a state-of-the-art Emergency Operations Center solution that addressed every dimension of the agency's operational and technical requirements.

The program delivered a complete overhaul of FEMA's communications infrastructure, replacing legacy systems with a unified, redundant communications backbone. This included secure voice and data networks, interoperable radio systems, and satellite communication integration to ensure uninterrupted connectivity during large-scale national emergencies.

ARIF GROUP and its partners deployed advanced command-and-control technology throughout the EOC, including high-resolution video wall displays, integrated situational awareness platforms, real-time data visualization systems, and secure conferencing capabilities. The technology stack was engineered to provide emergency managers with comprehensive operational visibility across all active incidents.

All EOC systems were fully integrated into a cohesive operational environment, with structured cabling, power management, UPS systems, and environmental controls designed to federal continuity-of-operations (COOP) standards. The facility was built to sustain 24/7 operations under the most demanding emergency response scenarios.

The program was delivered through close collaboration with ARIF GROUP's network of certified federal technology partners, ensuring access to the most advanced and compliant solutions available. The integrated delivery team managed the full project lifecycle from design through commissioning and operational handover.

The completed Emergency Operations Center represented a significant advancement in FEMA's national preparedness and response capabilities, providing the agency with a modern, resilient platform to coordinate disaster response operations at scale.
